Subject to this User Agreement, the Company grants the User a personal, limited, non-exclusive, non-transferable, non-sublicensable, and revocable right to access and use the Platform and the Services for personal, non-commercial purposes. Any other use requires the Company’s prior written consent.

2.8. Except as expressly provided in these Terms of Use, transactions completed through the Platform are final. Where a trade involving a CS2 Skin is subject to Steam Trade Protection, the trade may be reversed through Steam in accordance with the applicable Steam rules. Any consequences of such Trade Reverse for the relevant transaction, Sale Proceeds and Balance Credits shall be determined in accordance with Clause 4.1.7 of this User Agreement.
2.9. The Company reserves the right, subject to applicable law and this User Agreement, to refuse or restrict the provision of the Services and, where appropriate, to issue a Refund in accordance with the Refund Policy and this User Agreement.

The Company does not engage in any activities that require a license under applicable law.
2.11. The Company shall not be liable for any transactions carried out by unauthorized persons in the event of a breach of Your User Account. The User Account may be restored upon Your request, subject to the Company’s verification and satisfaction that the issue has been resolved.
2.12. If the Company reasonably suspects that any Skin originates from a stolen, compromised, unauthorized, or otherwise unlawful Steam Account, or that a transaction may involve fraud or infringement of third-party rights, the Company may delay, suspend, withhold, reject, or cancel the relevant transaction or Withdrawal until the circumstances have been reviewed and resolved.

2.14. The Company reserves the right, at its sole discretion, to modify, suspend, or discontinue any functions of the Platform without prior notice.
2.15. The User represents and warrants that they are lawfully entitled to possess, use, transfer, and dispose of any Skins offered for sale or otherwise used through the Platform and that such Skins are not stolen, fraudulently obtained, or subject to any third-party rights or restrictions that would prohibit the relevant transaction.
2.16. This User Agreement is entered into between You as the User and the Company and is legally binding upon both Parties. (g) provide accurate and up-to-date information, including User Account information and payment details.

(g) interfering with the operation of the Platform or overloading it, including through DoS attacks, scraping, reverse engineering, or similar activities.
3.3. The User acknowledges and agrees that:
(a) they fully understand the risks associated with purchasing and selling In-game Items, including the risk of losing access due to actions by Valve Corporation or Steam;
(b) prices of In-game Items are volatile and may change rapidly, and the Company does not guarantee value retention;
(c) they are the lawful holder of the In-game Items in their Steam inventory and have the right to dispose of them; and
(d) all In-game Item transfer transactions are final and non-reversible, except where a transaction is cancelled, reversed, refunded, or otherwise affected in accordance with these Terms of Use, Steam Trade Protection, the applicable Steam rules, or applicable law.
3.4. You understand and accept that:
(a) the Platform may impose limits on the quantity of In-game Items of a particular type or category to prevent market manipulation;
(b) the Platform does not guarantee the availability or pricing of any In-game Items, as listings, prices, and liquidity are determined by market dynamics;

(d) in the event of Your Steam Account being blocked or restricted, the return of In-game Items, Funds, or Balance Credits associated with the relevant transaction is not guaranteed.
3.5. Instant Delivery
Where an In-game Item is purchased using Instant Delivery, the relevant Steam trade offer shall be created immediately following the purchase. The User must accept the relevant trade offer through Steam within the period indicated on the Platform at the time of purchase, which shall be not less than thirty (30) minutes from the moment the trade offer is created.
If the User fails to accept the trade offer within the applicable period, the trade offer may expire or be cancelled and the transaction shall not be completed. In such case, the Balance Credits deducted in connection with the relevant purchase shall be credited back to the User’s Balance in accordance with Clause 4.1.7. The Company does not guarantee that the relevant In-game Item will remain available for subsequent purchase at the same price or on the same terms.
3.6. 12-Hour Delivery
Where an In-game Item is purchased using 12-Hour Delivery, the relevant Steam trade offer may be created at any time within twelve (12) hours following the purchase. If the relevant trade offer has not been created within thirty (30) minutes following the purchase, the User may cancel the purchase through the relevant functionality available in the User Account.
If the relevant trade offer is not created within twelve (12) hours following the purchase, the transaction shall be automatically cancelled. In the event of cancellation under this Clause, the Balance Credits deducted in connection with the relevant purchase shall be credited back to the User’s Balance in accordance with Clause 4.1.7. The Company does not guarantee that the relevant In-game Item will remain available for subsequent purchase at the same price or on the same terms.
4. BALANCE, DEPOSIT, AND WITHDRAWAL
4.1. Balance
4.1.1. The Balance reflects the Balance Credits recorded in the User Account and available for use through the Platform in accordance with this User Agreement. The Balance consists of two separate components: the Instant Balance and the Main Balance, each of which is subject to the specific conditions and restrictions set out in this User Agreement.
4.1.2. Balance Credits are recorded exclusively within the User Account and do not constitute Funds, securities, payment instruments, a bank deposit, electronic wallet, or other financial account or financial asset. Balance Credits cannot be transferred between User Accounts, transferred to third parties, or otherwise assigned or shared, except as expressly provided in this User Agreement.
4.1.3. No interest, bonuses, income, or other financial benefits accrue on the Balance or Balance Credits.
4.1.4. Balance Credits credited to the Main Balance through a Deposit are non-withdrawable and may only be used to purchase In-game Items through the Platform or to settle a negative balance in accordance with Clause 4.1.10. Balance Credits credited to the Main Balance as Sale Proceeds from the sale of In-game Items lawfully held by the User may be withdrawn, subject to the conditions and restrictions set out in this User Agreement.
4.1.5. Sale Proceeds from the sale of CS2 Skins that remain subject to the applicable Steam Trade Protection period shall be credited to the Instant Balance as Balance Credits. Balance Credits reflected in the Instant Balance may be used immediately and exclusively to purchase Instant Delivery Skins and are not available for Withdrawal.
4.1.6. Upon expiration of the applicable Steam Trade Protection period, any unused Balance Credits corresponding to the relevant Sale Proceeds shall automatically be transferred from the Instant Balance to the Main Balance, provided that the relevant sale has not been reversed, cancelled, or otherwise invalidated in accordance with the applicable Steam rules or this User Agreement.
4.1.7. Where any transaction involving the use of Balance Credits is cancelled, reversed, rejected, or otherwise not completed and the Balance Credits previously deducted in connection with such transaction are to be returned to the User, such Balance Credits shall be credited back to the same component of the Balance (Instant Balance or Main Balance) from which they were originally deducted, less any applicable fees or costs incurred by the Company in connection with such cancellation, reversal, rejection, or non-completion, if any.
Notwithstanding the foregoing, where Balance Credits were originally deducted from the Instant Balance and the applicable Steam Trade Protection period has expired by the time such Balance Credits are to be returned, they shall be credited to the portion of the Main Balance attributable to Sale Proceeds.
Where Balance Credits are returned to the Instant Balance, they shall remain subject to the same Steam Trade Protection period applicable to the Sale Proceeds from which they originated. The original commencement and expiration dates of such Steam Trade Protection period shall remain unchanged.
Where a Trade Reverse is initiated and successfully processed by Steam in respect of the sale of a CS2 Skin from which the relevant Balance Credits in the Instant Balance originated:
(a) the sale of such CS2 Skin shall be cancelled and the corresponding Sale Proceeds shall cease to be available to the User;
(b) any unused Balance Credits corresponding to such Sale Proceeds shall be removed from the Instant Balance; and
(c) if any such Balance Credits have already been used to purchase Instant Delivery Skins and the corresponding Steam trades are reversed by Steam as a result of the Trade Reverse, the relevant purchase transactions shall also be cancelled, the relevant Instant Delivery Skins shall be returned in accordance with the applicable Steam rules, and any Balance Credits eligible for return in connection with such purchases shall be credited in accordance with this Clause 4.1.7 and Clause 4.1.10.
For the avoidance of doubt, Steam Trade Protection is provided and operated solely by Steam (Valve Corporation). The Company does not control, administer, or determine whether a Trade Reverse will be processed by Steam. The Company shall not be liable for any loss, damage, or other consequences arising from the operation of Steam Trade Protection itself or any actions or decisions taken by Steam in connection therewith.
Where a negative balance arising from a Trade Reverse has been transferred from the Instant Balance to the Main Balance, and Balance Credits are eligible to be returned in connection with the cancellation or reversal of a purchase, such Balance Credits returned in connection with the cancellation or reversal of a purchase originally funded by the Sale Proceeds affected by such Trade Reverse shall, to the extent attributable to those Sale Proceeds, be credited to the portion of the Main Balance attributable to Sale Proceeds and shall reduce any outstanding negative balance of such portion in accordance with Clause 4.1.10. Any returned Balance Credits not applied to reduce a negative balance in that portion shall remain in that portion.
4.1.8. The Main Balance shall reflect Balance Credits credited through a Deposit, Balance Credits credited as Sale Proceeds from the sale of In-game Items that are not subject to Steam Trade Protection, and Balance Credits credited as Sale Proceeds from the sale of CS2 Skins after expiration of the applicable Steam Trade Protection period, in each case subject to the automatic settlement of any outstanding negative balance in accordance with Clause 4.1.10. Balance Credits reflected in the Main Balance may be used to purchase any In-game Items available on the Platform using any available delivery method. Balance Credits credited as Sale Proceeds may also be withdrawn in accordance with Section 4.3 of this User Agreement.
4.1.9. The Balance and prices on the Platform are displayed in U.S. dollars (USD). If another currency is selected for display or payment purposes, the applicable exchange rate may be applied by the relevant third-party payment provider. Any currency conversion performed by such third party shall be subject to its applicable exchange rates, fees, charges, and terms. The Company shall not be responsible for any differences in exchange rates, conversion fees, or losses arising from currency conversion performed by third-party payment providers.
4.1.10. Where the portion of the Main Balance attributable to Sale Proceeds becomes negative, such negative balance shall be automatically settled from the non-withdrawable Balance Credits reflected in the Main Balance, including Balance Credits credited through a Deposit before the negative balance arose. Such settlement shall take place upon each new Deposit and upon transfer of a negative balance from the Instant Balance to the Main Balance. A negative balance arising in the Instant Balance shall be automatically transferred to the Main Balance without waiting for the expiration of the applicable Steam Trade Protection period. The amount transferred may include the remaining outstanding negative balance attributable to a reversed sale, even where Balance Credits from other sales remain reflected in the Instant Balance. If the available Balance Credits are insufficient to fully settle the negative balance, they shall be applied towards its partial settlement, and the remaining negative balance shall continue to be reflected in the User Account. Only the amount necessary to settle the negative balance shall be applied, and any remaining Balance Credits shall stay in the User’s Main Balance in accordance with this User Agreement. Sale Proceeds credited to the Main Balance, including Sale Proceeds from CS2 Skins credited after expiration of the Steam Trade Protection period, shall likewise be applied first towards reducing any outstanding negative balance of the portion of the Main Balance attributable to Sale Proceeds.
4.1.11. Where a sale of a CS2 Skin is reversed through Steam during the applicable Steam Trade Protection period after the corresponding Sale Proceeds have been paid out to the User or used for purchases on the Platform, the Company shall deduct the full amount of such Sale Proceeds from the relevant component of the User’s Balance. Where the Sale Proceeds have been paid out to the User through an instant payout method, the corresponding amount shall be deducted from the portion of the Main Balance attributable to Sale Proceeds. If the available amount is insufficient, such portion of the Main Balance may become negative. Where the Sale Proceeds have been credited to the Instant Balance and subsequently used for purchases on the Platform, the corresponding amount shall be deducted from the Instant Balance, which may result in a negative balance. Any remaining negative balance arising in the Instant Balance shall be automatically transferred to the Main Balance in accordance with Clause 4.1.10. Such transfer shall not require expiration of the applicable Steam Trade Protection period. Any Balance Credits subsequently returned in connection with cancelled or reversed purchases funded by the Sale Proceeds affected by the Trade Reverse shall be treated in accordance with Clause 4.1.7 of this User Agreement.
4.2. Deposit
4.2.1. When making a Deposit, the User transfers Funds using the payment methods available on the Platform, and the corresponding value is credited to the Main Balance as Balance Credits, subject to the automatic settlement of any outstanding negative balance in accordance with Clause 4.1.10. Balance Credits credited through a Deposit may be used only for transactions on the Platform, including the purchase of In-game Items, and for the settlement of a negative balance in accordance with Clause 4.1.10, and are not available for Withdrawal, except that any unused amount may be eligible for a Refund in accordance with the Refund Policy and this User Agreement. A Deposit does not constitute funding of a bank account, a bank deposit, electronic money, or the provision of any payment or banking service by the Company.
Any portion of Balance Credits applied towards settlement of a negative balance shall not be considered unused and shall not be eligible for a Refund.
4.2.2. Deposits may only be made using methods specified on the Platform. The Company reserves the right to modify, restrict, suspend or discontinue any available Deposit method without prior notice. Any such changes shall be reflected on the Platform.
4.2.3. Deposits may only be made by the User using their own Funds. Making the Deposit using the Funds belonging to or controlled by a third party, or on behalf of a third party is prohibited.
4.2.4. The Company shall not be liable for any Deposit made in error by the User. The Company may not be able to reverse or recover such Deposit once it has been completed. If You make a Deposit in error, You should immediately contact the Company’s support team at support@lis-skins.com and the relevant bank, payment service provider, VASP, or other payment provider.
4.3. Withdrawal
4.3.1. Withdrawal is available only in respect of Sale Proceeds eligible for Withdrawal from the Main Balance in accordance with this User Agreement. Funds credited to the Main Balance through a Deposit are not eligible for Withdrawal. For the avoidance of doubt, the Balance does not constitute a bank account, electronic wallet, electronic money account, or other payment instrument, and a Withdrawal does not constitute a withdrawal of Funds from any such account or payment instrument.
4.3.2. To request a Withdrawal, the User must, where required, provide all documents and information requested by the Company for identification and verification (KYC), including, but not limited to, identity documents, proof of address, and information relating to the selected Withdrawal method.
4.3.3. Withdrawals are made using the payment details specified by the User through the User Account. Any payment details, including a cryptocurrency wallet address, specified by the User through the User Account shall be deemed to belong to or be under the control of the User. The User is solely responsible for the accuracy and validity of the payment details provided and for ensuring that such details may lawfully be used to receive the relevant Withdrawal. The Company reserves the right, at its sole discretion, to request proof of ownership or control of the relevant payment method or payment details. Payments to third parties are prohibited.
4.3.4. The Company is not responsible for exchange rates applied by third-party payment providers or VASPs, fluctuations in such exchange rates, or any fees or charges imposed by such providers in connection with the Withdrawal.
4.3.5. Any currency conversion in connection with the Withdrawal is performed by the relevant third-party payment provider in accordance with its applicable rules and exchange rates at the time of the transaction. Where a cryptocurrency Withdrawal method is available, the applicable valuation and conversion are performed by the relevant VASP based on its applicable rates. Cryptocurrency exchange rates may be highly volatile, and the Company does not guarantee any fixed or stable value.
4.3.6. Withdrawals are only available in respect of Sale Proceeds available in the Main Balance and obtained from the sale of In-game Items lawfully held by the User.
4.3.7. In order to prevent fraud and abuse, the Company may, at its sole discretion, impose limits on Withdrawals. Minimum and maximum Withdrawal amounts and available Withdrawal methods are specified in Section 9 “Limits” and may be updated from time to time at the Company’s sole discretion without prior notice.
4.3.8. Upon submission of a Withdrawal request, the corresponding Balance Credits shall be deducted from the User’s Main Balance. If the Withdrawal cannot be completed, including due to incorrect or invalid payment details, rejection by the relevant payment provider, or another processing error, the Company may, where appropriate, credit the corresponding Balance Credits back to the User’s Main Balance.
4.4. General Provisions
4.4.1. All transactions, including Deposits, Withdrawals, purchases and sales of In-game Items, may be subject to verification for compliance with applicable laws and the Company’s internal procedures, and for the prevention of money laundering, terrorist financing, fraud, abuse, circumvention of applicable restrictions, and other unlawful activities.
4.4.2. The Company may temporarily delay Deposits or Withdrawals for such period as may be reasonably necessary to conduct payment verification, source-of-funds checks, verification of ownership of In-game Items, and AML/KYC procedures. Standard processing times are indicated on the Platform but may be extended in certain cases at the sole discretion of the Company.
4.4.3. The Company is not responsible for delays caused by verification procedures, bank or payment provider refusals, or applicable legal or regulatory requirements.
4.4.4. In the event of a chargeback, payment reversal, or suspected fraud, the Company reserves the right to deduct the relevant amount from the User’s Balance, suspend, restrict or block the User Account, and suspend the relevant transactions until the matter is resolved.
4.4.5. The User bears full responsibility for the legality and origin of all Funds and In-game Items used in connection with the Platform, as well as for all transactions carried out through the User Account, regardless of who actually accessed or used the User Account.
4.4.6. The User is solely responsible for maintaining the security of the User Account and preventing unauthorized access to it. The User must immediately notify the Company at suppor[email protected] of any unauthorized or suspicious activity relating to the User Account or any transactions. Failure to comply with these obligations may be considered a violation of this User Agreement.
5. ACCOUNT REGISTRATION
5.1. To use the Services, the User must create a User Account by providing accurate, complete, and up-to-date information requested during registration. Failure to provide the required information, or provision of incomplete, inaccurate, or false information, may result in restricted access to or unavailability of the Services.
5.2. Upon successful registration, an individual User Account is automatically created for the User and assigned a unique identifier.
5.3. By registering on the Platform and creating a User Account, the User confirms that they have read, understood, and agree to be bound by this User Agreement and the applicable Terms of Use.
5.4. The User is fully responsible for maintaining the confidentiality and security of their login credentials and for all actions performed through the User Account using such credentials. Sharing or disclosing any username, password, API keys, or other access data to third parties is prohibited. The Company is not liable for any losses resulting from unauthorized use of the User Account due to the User’s failure to safeguard their login credentials or other access data.
5.5. Registration of User Accounts using bots, scripts, or other automated means is strictly prohibited.
5.6. Each User may have only one active User Account. One Steam Account may be linked to only one User Account. Creation of duplicate User Accounts, including User Accounts registered by or on behalf of the same person, is prohibited and may result in suspension of all related User Accounts.
5.7. The User Account may only be used for accessing and using the Platform and the Services in accordance with this User Agreement. The User Account does not constitute a bank account, electronic wallet, deposit account, or other financial or payment instrument and is not intended for storing Funds.
5.8. Registration and use of the basic features of the Services are free of charge. However, certain transactions, including Deposits and Withdrawals, may be subject to fees charged by the relevant third-party payment provider in accordance with its applicable terms and conditions.
6. ACCOUNT CLOSURE AND/OR SUSPENSION; TERMINATION OF THE AGREEMENT
6.1. Voluntary Closure
The User may close the User Account and terminate this User Agreement at any time by sending a written notice to support@lis-skins.com at least twenty-four (24) hours prior to the intended closure date. Closure of the User Account is permitted only if there are no remaining Balance Credits, ongoing transactions, or pending KYC/AML verification procedures.
6.2. Company’s Right to Suspend, Restrict or Block the User Account

(f) identification of technical, security, fraud, or operational risks, including threats to the security or integrity of the Platform, the Services, the Company, or other Users.
6.3. Temporary Suspension, Restriction or Blocking of the User Account
Where the Company reasonably suspects any of the circumstances specified in Clause 6.2, the Company may temporarily suspend, restrict or block the User Account, including by:

(b) temporarily suspending or restricting the purchase or sale of In-game Items;
(c) restricting access to certain features of the Platform or the Services; and/or
(d) restricting the use of Balance Credits until completion of the Company’s internal review or receipt of relevant information, instructions or confirmation from competent authorities.
Any such suspension, restriction or blocking shall remain in effect for the period determined by the Company based on the circumstances giving rise to the relevant measure and the time reasonably required to resolve them.
6.4. Return and Settlement of Balance Credits
Prior to closure of the User Account, except as provided in Clause 6.5, any remaining Balance Credits shall be settled in accordance with their source and the applicable provisions of this User Agreement and the Refund Policy.
Balance Credits credited as Sale Proceeds and eligible for Withdrawal may be withdrawn in accordance with Section 4.3 of this User Agreement.
Balance Credits credited through a Deposit are not eligible for Withdrawal; however, any unused Balance Credits credited through a Deposit may, where eligible for a Refund, be returned to the original payment method used for the relevant Deposit in accordance with the Refund Policy.
Any such Withdrawal or Refund shall be subject to successful completion of all applicable KYC/AML verification procedures.
The Company may restrict, retain or withhold any portion of the Balance Credits if:
(a) it is associated with suspected fraud, a violation of this User Agreement or the applicable Terms of Use, or an infringement of third-party rights;
(b) the return would violate applicable laws or any request, order or requirement of a competent authority; or
(c) suspicious transactions have been identified or are under investigation.
6.5. Closure Without Return of Balance Credits
If the User Account is closed due to a violation of this User Agreement or the applicable Terms of Use, suspected fraudulent or unlawful activity, failure to comply with applicable KYC/AML requirements, or actions causing loss or damage to the Company or any third party, the Company may restrict or retain any Balance Credits remaining in the User Account pending resolution of the relevant circumstances.
Where a violation, fraudulent or unlawful activity, or other circumstances justifying non-refundable closure are confirmed, the Company may cancel the relevant Balance Credits without the right to their return or restoration, to the extent permitted by applicable law.
6.6. Account Reopening
A previously closed User Account may be reopened upon the User’s request, subject to the Company’s approval and provided that the User Account was not closed due to a violation of this User Agreement, the applicable Terms of Use, applicable laws, or fraudulent or unlawful activity. The version of this User Agreement and the applicable Terms of Use in effect at the time of reopening shall apply to the User upon restoration of the User Account.
6.7. Consequences of Termination
Termination of this User Agreement or closure, suspension, restriction, or blocking of the User Account does not release the User from any obligations or liabilities incurred prior to such termination, closure, suspension, restriction, or blocking, including any liability arising from violations of this User Agreement or the applicable Terms of Use committed prior thereto.
7. IDENTITY VERIFICATION; ANTI-MONEY LAUNDERING (AML/KYC) REQUIREMENTS
7.1. You are fully responsible for the accuracy, completeness, and timeliness of all information You provide during registration, use of Your User Account, and interaction with the Platform. The Company may request documents or other information necessary to verify the User’s age and legal capacity, and the User must provide such documents or information upon request.
If the User fails to provide the requested documents or information, or if the Company is otherwise unable to verify the User’s age or legal capacity, the Company may temporarily suspend, restrict or block the User Account until the required verification is successfully completed.
7.7. The Company reserves the right to conduct repeated verification (re-KYC) at any time, including where:

7.8. Refusal to undergo the Checks or failure to provide any requested information or documents constitutes sufficient grounds for the Company to suspend or restrict access to the Services, suspend, restrict or block the User Account, and restrict the use or Withdrawal of any Balance Credits associated with suspicious activity until the relevant Checks are completed or a decision or instruction is received from a competent authority.
8. RESTRICTION OF TRANSACTIONS AND COOPERATION WITH COMPETENT AUTHORITIES
8.1. The Company reserves the right to temporarily suspend or restrict transactions, the use or Withdrawal of Balance Credits, and operations involving In-game Items in the following cases:

(b) reasonable suspicion that any Funds, Balance Credits, In-game Items, or transactions are connected with fraud, money laundering, terrorist financing, sanctions violations, or other unlawful activities; or
(c) failure to comply with applicable KYC/AML requirements or refusal to undergo the required Checks.
8.2. Any restrictions imposed under Clause 8.1 may remain in effect for the period reasonably necessary to conduct an internal or external investigation, obtain information or clarification from competent authorities, or comply with any applicable request, order, instruction, or decision of a competent authority, court, or regulator.
8.3. During the period of any restriction imposed under this Section 8, the Company may suspend or restrict access to the User Account or certain features of the Platform or the Services, including the purchase or sale of In-game Items, the use of Balance Credits, and Withdrawals, until the grounds for such restriction are resolved.

8.6. By submitting information and documents for KYC/AML purposes, the User acknowledges that the Company and its authorized partners may process the User’s personal data for the purposes of identity verification, compliance with applicable KYC/AML requirements, fraud prevention, sanctions screening, and other related compliance purposes, as further described in the Privacy Policy and in accordance with the Personal Data Protection Act 2012 of Singapore (PDPA), the General Data Protection Regulation (GDPR), where applicable, and other applicable data protection laws.
9. LIMITS
9.1. Fees applicable to Deposits and Withdrawals may depend on the selected Deposit or Withdrawal method and the terms and conditions of the relevant payment provider. Information on the applicable fees and the total amount of the relevant transaction will be displayed on the Platform before the User confirms the transaction.
9.2. The minimum Withdrawal amount for CS2 Skins / CS:GO is equivalent to USD 1 (one US dollar) in the currency selected by the User. The maximum Withdrawal amount may vary depending on the selected Withdrawal method and the applicable limits of the relevant payment provider. Before requesting a Withdrawal, the User must review the applicable Withdrawal amount and fees displayed on the Platform.
9.3. Fees applicable to Deposits and Withdrawals may be calculated and charged by the relevant payment provider and shall be borne by the User. The Company does not set or control any fees charged by third-party payment providers.
9.4. The Company does not act as a tax agent for the User. The User is solely responsible for determining, reporting, and paying any taxes, duties, charges, or other governmental assessments that may apply to transactions conducted through the Platform, in accordance with the laws applicable to the User.
9.5. The Company may impose limits on the volume, frequency, amount, or currency of transactions, including Deposits and Withdrawals, for the purposes of ensuring security, complying with applicable AML/CFT requirements, preventing fraud or abuse, or complying with restrictions imposed by relevant payment providers.
9.6. The Company may require additional identity verification (KYC) before processing a Withdrawal or other transaction. Any such verification and the consequences of failure or refusal to complete it shall be subject to the applicable provisions of Section 7 of this User Agreement.
10. REFUNDS, RETURNS AND CANCELLATIONS
10.1. All transactions conducted through the Platform, including the purchase and sale of In-game Items, are final, non-refundable, and non-cancellable, except as expressly provided in this User Agreement, the Refund Policy, or as otherwise required by applicable law.
10.2. By requesting the Platform to proceed with a transaction involving an In-game Item, the User expressly requests and agrees that the Company may commence performance of the relevant Services immediately. Once the relevant Services have been fully performed and the relevant In-game Item has been successfully transferred to the User in accordance with the User’s order, the transaction shall be considered completed and may not be cancelled, reversed, returned or exchanged solely because the User has changed their mind, no longer wishes to retain the In-game Item, wishes to receive a different In-game Item, or due to any change or fluctuation in the market value or price of the In-game Item.
10.3. Where applicable law provides the User with a statutory right of withdrawal, the User expressly requests the immediate performance of the relevant Services and acknowledges that, to the extent permitted by applicable law, the User will lose such right once the relevant Services have been fully performed by the Company.
10.4. Any subsequent transfer, sale or exchange of an In-game Item received by the User shall constitute a new and separate transaction and shall not constitute a cancellation, return or exchange of the original transaction.
10.5. A Refund shall not be available solely as a result of the suspension, restriction, blocking, or closure of the User Account. Any entitlement to a Refund shall be determined in accordance with this User Agreement and the Refund Policy.
Unless otherwise provided in the Refund Policy or required by applicable law, a Refund shall not be provided where the relevant circumstances result from:
(a) a violation by the User of this User Agreement or the applicable Terms of Use; or
(b) technical failures, errors, or other circumstances attributable to the User or third parties, including Steam or third-party payment providers, and not caused by the Company.
10.6. All fees and charges incurred in connection with transactions conducted through the Platform, including fees charged by the Company and third-party payment providers, are non-refundable by the Company, including where the relevant transaction is subsequently cancelled, reversed, rejected, or blocked, except as otherwise expressly provided herein, in the Refund Policy or required by applicable law. Subject to the foregoing, the User shall not be entitled to claim reimbursement or compensation from the Company in respect of any such fees or charges.
10.7. Balance Credits are credited to the User’s Balance only after the relevant payment provider confirms receipt of the corresponding Funds, subject to the automatic settlement of any outstanding negative balance in accordance with Clause 4.1.10. Confirmation and processing times may vary depending on the selected payment method and the relevant payment provider and are not controlled by the Company. Any delay in such confirmation or processing attributable to a third-party payment provider shall not, by itself, constitute grounds for a Refund or compensation by the Company.
10.8. If a purchased In-game Item is not delivered to the User or is not delivered correctly, the User must contact the Company’s support at support@lis-skins.com within seven (7) calendar days from the date of the relevant transaction.
Upon verification of the non-delivery or technical error, the Company may, subject to the Refund Policy:
(a) re-execute the transfer of the relevant In-game Item; or
(b) credit the equivalent amount to the User’s Balance, where technically feasible.
10.9. The Company reserves the right to void, cancel, or reject a transaction in cases including, but not limited to:
(a) suspected fraud, chargebacks, payment reversals, or the use of stolen, unauthorized, or fraudulent User Accounts, Steam Accounts, or payment methods;
(b) violation of applicable AML/KYC/CFT requirements or failure to complete the required Checks; or
(c) receipt of a request, order, instruction, or decision from a competent governmental, judicial, law enforcement, or regulatory authority.
10.10. Nothing in this Section shall limit any mandatory rights or remedies available to the User under applicable law where the Services have not been properly performed, the transaction has not been completed, or the In-game Item transferred to the User does not correspond to the In-game Item ordered by the User.
11. INTELLECTUAL PROPERTY RIGHTS
11.1. The design of the Platform, text, graphics, images, photographs, audio and video materials, software, source code, databases, compilations, and other content and materials made available through the Platform or the Services are protected by copyright, trademark, and other intellectual property laws. The User shall not register, create, or use any email address, domain name, social media account, username, profile, or other identifier that incorporates, imitates, or is identical or confusingly similar to the Company’s or the Platform’s name, trademarks, trade names, logos, or other distinctive brand elements, or that may otherwise falsely suggest that such email address, domain name, account, profile, or identifier is owned, operated, authorised, endorsed by, or otherwise affiliated with the Company or the Platform.

2.8. Except as expressly provided in these Terms of Use, transactions completed through the Platform are final.
2.10. The Company does not provide gambling services, banking, electronic money, payment, currency exchange, or crypto-asset exchange services and is not a bank, payment institution, electronic money institution, or Virtual Asset Service Provider (“VASP”). 2.11. The Company shall not be liable for any transactions carried out by unauthorized persons in the event of a breach of Your User Account.
2.13. LIS-SKINS is an independent platform and is not affiliated with, endorsed by, sponsored by, or otherwise officially connected with Valve Corporation or Steam, or any of their affiliates.
By creating a User Account, accessing or using the Platform or the Services, connecting or logging in through a Steam Account, or completing any transaction through the Platform, You confirm that You have read, understood, and agreed to be bound by this User Agreement and the applicable Terms of Use. This User Agreement remains in effect until terminated by either Party in accordance with its terms.
2.17. The Company may amend this User Agreement and other documents forming part of the Terms of Use from time to time by publishing the updated versions of the documents on the Platform. (f) have a valid trade link; and
(g) provide accurate and up-to-date information, including User Account information and payment details.
3.2. The User is strictly prohibited from:
(a) using geo-block circumvention technologies, VPNs, proxy servers, or identity/location masking tools if such use violates Steam rules or applicable local laws;
(b) using forged documents, stolen Steam Accounts, or fraudulent payment methods;
(c) using unauthorized software (including bots, scripts, or other tools) that affects the fairness, security, or stability of the Platform;

3.3. The User acknowledges and agrees that:
(a) they fully understand the risks associated with purchasing and selling In-game Items, including the risk of losing access due to actions by Valve Corporation or Steam;
(b) prices of In-game Items are volatile and may change rapidly, and the Company does not guarantee value retention;
(a) the Platform may impose limits on the quantity of In-game Items of a particular type or category to prevent market manipulation;
(b) the Platform does not guarantee the availability or pricing of any In-game Items, as listings, prices, and liquidity are determined by market dynamics;

(a) the sale of such CS2 Skin shall be cancelled and the corresponding Sale Proceeds shall cease to be available to the User;
The Company reserves the right to suspend, restrict or block the User Account, restrict or suspend access to any part of the Services, or terminate this User Agreement by notifying the User through the contact details associated with the User Account, in cases including, but not limited to:
(a) violation of this User Agreement, the applicable Terms of Use, or applicable laws;
(b) involvement in fraudulent, unlawful, collusive, manipulative, or bad-faith activities;
(c) failure to comply with KYC/AML procedures, refusal or failure to provide requested documents or information, or detection of false, inaccurate, inconsistent, or misleading information;
(d) use of automated tools, creation or use of duplicate User Accounts, or use of VPNs, proxy services, or other means to circumvent applicable geographic, legal, regulatory, Steam, or Platform restrictions;
(e) receipt of a request, order, instruction, or other legally binding requirement from a competent governmental, judicial, regulatory, law enforcement, or financial authority;
(a) suspending or restricting the User’s ability to use Balance Credits or request a Withdrawal;
(b) temporarily suspending or restricting the purchase or sale of In-game Items;
(a) it is associated with suspected fraud, a violation of this User Agreement or the applicable Terms of Use, or an infringement of third-party rights;
You represent and warrant that all information provided by You is accurate, complete, not misleading, and relates to You personally.
7.2. You represent and warrant that all Funds and In-game Items used by You in connection with the Platform are lawfully owned or controlled by You and have not been obtained from or used in connection with any unlawful activity.
7.3. By accepting this User Agreement, You authorize the Company to conduct verification and compliance checks (“Checks”) for the purposes of verifying the accuracy of the information provided by You, complying with applicable legal and regulatory requirements, and preventing money laundering, terrorist financing, fraud, sanctions violations, and other unlawful activities, including in accordance with the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act 1992 of Singapore, applicable international FATF standards, and other applicable laws and regulations.
Such Checks may include, but are not limited to:

(b) source-of-funds verification;
(c) monitoring of transactions for suspicious or unusual activity; and
(d) screening against applicable sanctions, politically exposed persons (PEP), and other relevant compliance lists.
7.4. During the Checks, the Company may:
(a) temporarily suspend, restrict or block the User Account or access to certain features of the Platform or the Services, including the ability to request a Withdrawal;
(b) suspend or restrict transactions until the relevant Checks are completed;
(c) request additional information and documents confirming the User’s identity, place of residence, source of Funds, ownership or origin of In-game Items, or the nature and purpose of relevant transactions.
The User acknowledges and agrees that such measures may be necessary for the Company to comply with applicable legal and regulatory requirements and to protect the Company, the Platform, and other Users.
7.5. The Company may, at its sole discretion, request the User to provide additional information and documents, including, but not limited to:
(a) notarized or certified copies of identity documents;

(c) banking or payment details, payment confirmations, transaction statements, or other information relating to the payment methods used by the User;
(d) documents or information confirming the source or origin of Funds or In-game Items, including, where applicable, relevant transaction history from other platforms.

(c) close the User Account and cancel relevant transactions if false, misleading, fraudulent, or forged information or documents are identified.
7.6. The User must meet the minimum legal age and have the legal capacity required to use the Platform and the Services under the laws applicable to the User.
(a) previously provided information or circumstances relating to the User have changed;
(b) suspicious or unusual activity has been detected in connection with the User Account or transactions;
(c) applicable legal or regulatory requirements or the Company’s internal AML/KYC procedures have changed; or
(d) a request or requirement has been received from competent authorities, banks, payment providers, or payment systems.
(a) receipt of a request, order, instruction, or other requirement from a competent governmental, judicial, law enforcement, or regulatory authority;
8.4. The Company may disclose information relating to the User, the User Account, and transactions to competent governmental, judicial, law enforcement, or regulatory authorities where required or permitted by applicable law, including the laws of the Republic of Singapore.
8.5. The User acknowledges and agrees that the measures described in this Section 8 do not constitute a breach of confidentiality or the Company’s obligations, to the extent such measures are taken in accordance with applicable law and are intended to ensure the legality and security of the Platform and the Services, as well as the Company’s compliance with its applicable legal and regulatory obligations.
(a) suspected fraud, chargebacks, payment reversals, or the use of stolen, unauthorized, or fraudulent User Accounts, Steam Accounts, or payment methods;
