This tier list covers both sides at once: from Soldier for CT or Phoenix's Terrorists at around $5 to Primeiro Tenente for CT at around $117 on LIS-SKINS. Every agent skin in CS2 comes from just three now-completed operations. No new copies are being created through them anymore, so the overall pool is limited to agents that already exist. The tier here is set by price, not official rarity: as in our knife tier list, the real market ranks things differently than Valve's own label does. How the Tiers Work
This ranks specific models, not agent types in general: CS2 has 63 agent skins for the two sides, CT and Terrorists, and the market prices them very differently from how the in-game rarity scale does. Agents have four rarity tiers, low to high: Distinguished, Exceptional, Superior, and Master, but unlike weapon skins that scale barely predicts price: the priciest agent on LIS-SKINS, Primeiro Tenente, sits at the lowest tier, Distinguished. Here the tier is set by market price alone: S-tier holds the highest-priced models, C-tier the most accessible entry. All prices below are current LIS-SKINS listings, not averaged across marketplaces, so numbers may differ elsewhere.

Primeiro Tenente | Brazilian 1st Battalion — S-Tier
Primeiro Tenente | Brazilian 1st Battalion is the priciest agent in CS2 on LIS-SKINS, even though its in-game rarity (Distinguished) is the lowest of the four. Getting an Agent
All 63 agent skins come from three operations: Shattered Web (November 2019), Broken Fang (December 2020), and Riptide (September 2021). In Shattered Web, agents were handed out as a reward for reaching a set level of star progress. Broken Fang and Riptide worked differently: players completed missions, earned stars, and spent them on operation rewards of their choice, agents included. None of the 63 ever dropped from a weapon case.
All three operations are long since completed, and no new agents can come through them anymore — today, getting an agent means getting it from another owner: buying on the Steam Community Market or a third-party marketplace, or picking one up through an ordinary Steam trade. Trade-up contracts won't help here: they only work on weapon-skin rarities, from Consumer Grade to Covert, and agents run on a separate rarity ladder that was never part of that system — there's no crafting shortcut to a specific agent.
What Determines an Agent's Tier
A handful of factors drive agent prices, and they differ sharply from how weapon skins work:
Character demand, not rarity. The priciest agent in the game sits at the lowest official tier, Distinguished. How recognizable the character and the collection are matters more for price than Valve's own label.
A completed operation. All three sources are long since finished, and no new copies are being created through them — supply on the market depends entirely on how many players decide to sell what's already in their inventory.
No float, no StatTrak. The same agent has no float, wear, or StatTrak variants, so its price doesn't split by copy quality the way a weapon skin's does — just one price for the model.
Side. Among the priciest models on this list, CT and Terrorist agents show up in roughly even numbers — there's no way to guess in advance which side will cost more (see the most popular Terrorist agents and the best CT agent skins).
Visual visibility. Different outfit colors and silhouettes can be more or less visible against certain map backgrounds (more in how agent skins affect gameplay), though the agents themselves don't change weapon stats, health, or move speed.
